| With the advent of globalization and the expansion of the market economy, the
world is entering a new era. At the same time, Japan's economy is facing
its greatest transformation.
| Despite Japan's lack of natural resources, we have achieved remarkable
economic growth through excellent technology, skills, diligence, and high-level
education. However, we fear that our competitiveness and even our self-confidence
are at stake due to the negative assets resulting from the collapse of
the bubble economy and the surging tide of globalization.
| To recover Japan's competitiveness, it is crucial for small
and medium-sized enterprises (SMEs) to demonstrate their potential. SMEs
comprise 99.7% of the business establishments and 69.5% of the employees
in Japan. Their great potential is characterized by their uniqueness,
creativity and mobility. To realize this potential, it is essential to
enhance Japan's economic fundamentals and conditions to allow SMEs to
conduct their vital business.
| Since SMEs account for the majority of the
membership of Japan's Chambers of Commerce and Industry, our role is to
contribute to the creation of a highly value-added economy that can meet
changes while helping large and small companies complement each
other. |

| I will do my utmost to develop an environment where SMEs
can conduct their dynamic business, and I am devoted to the creation of a
healthy Japan where everyone can realize a comfortable and serene life in
the local community. | |
